WAIC 2026 made one thing clear: the AI industry has stopped obsessing over model parameters and started asking how to ship real work. The 2026 World Artificial Intelligence Conference wrapped up in Shanghai last week. Over 1,100 exhibitors crammed into 100,000 square meters of floor space, showcasing more than 3,000 products. But the real story wasn't the scale — it was the consensus crystallizing across every booth and panel: 2026 is the year AI agents finally clock in for real work.

A year ago, WAIC was still a parade of ever-larger models jostling for benchmark bragging rights. This time, the dominant question shifted from "how big is your model?" to "what can it actually do?" The answer, repeated in different forms across the expo floor, was the AI agent — software that doesn't just answer questions, but plans, acts across applications, and delivers completed tasks.

The Form Factor Leap: From Chatbot to Digital Proxy

For years, our mental model of AI assistance was a text box. You type, it replies. The agents on display at WAIC 2026 broke that frame entirely.

StepFun's STEPX Neo, a smartphone purpose-built around a native agent operating system, was named one of the conference's "Top Ten Treasures." It's the world's first phone to pass China's L3 certification for AI terminal intelligence — meaning it can autonomously interpret complex user intent, decompose multi-step tasks, and coordinate across apps to execute them. Nubia, partnering with ByteDance's Doubao, launched its own AI agent phone that executes cross-app workflows at the OS level.

China's three state-owned telecom carriers also went all-in. China Telecom unveiled TeleAgent, a "personal AI sidekick" targeting government, enterprise, SMB, and academic workflows. China Mobile's Lingxi agent platform already serves 1 billion mobile subscribers and 300 million household customers. China Unicom built out its Yuanjing Wanwu platform to deliver industry-specific agent solutions across multiple verticals.

The products differ in form factor, but the underlying logic is identical: package model capability into deliverable, auditable "digital employees."

IDC dropped a defining data point at the conference: active AI agents worldwide numbered roughly 28.6 million in 2025, will jump to 79.4 million in 2026, and reach 2.2 billion by 2030. Grand View Research pegs the global AI agent market at $10.91 billion in 2026, on track to hit $182.97 billion by 2033 — a 49.6% CAGR.

The growth curve is steep. So are the pitfalls.

Gartner's first-ever Hype Cycle for Agentic AI, published in April 2026, placed the category squarely at the "Peak of Inflated Expectations" — and forecast that over 40% of agentic AI projects will be canceled by the end of 2027 due to escalating costs, unclear value, or governance gaps. McKinsey found that 62% of organizations are experimenting with AI agents, but only 23% are scaling them. MIT NANDA's review of 300-plus enterprise AI initiatives totaling $30–40 billion in spend yielded a sobering finding: 95% delivered zero measurable business return.

The market is sprinting. Most pilots are tripping.

The Ecosystem Play: Open Source, Cost Efficiency, and Standards

An agent ecosystem can't run on model capability alone. WAIC 2026 surfaced a second throughline: the industrial infrastructure is catching up fast.

Open source is the first pillar. China Telecom open-sourced its full TeleChat model family, spanning 7B to 115B parameters — and the 115B variant was the first large model in China trained entirely on domestic compute and then open-sourced, with over 500,000 downloads. China Mobile open-sourced its Jiutian series, targeting structured data, mathematical reasoning, and code generation. From DeepSeek onward, open-weight releases are systematically lowering the barrier for small and mid-size enterprises that would otherwise be locked out.

Cost efficiency is the second. As China's compute infrastructure matures, domestic models are rapidly transitioning from "cost challenger" to "price-performance leader," with breakthroughs in long-context handling, code generation, and multimodal agent orchestration now penetrating Southeast Asia, the Middle East, and Latin America. When models become both capable and cheap, the biggest variable in large-scale agent deployment — cost — gets compressed to the floor.

Standards are the third. China's Ministry of Industry and Information Technology has directed the China Electronics Standardization Institute to lead over 70 enterprises in drafting a national standard series titled Artificial Intelligence — Agent Interconnection. Different vendors' agents currently lack unified specifications for identity, capability description, tool invocation, and inter-agent coordination, creating high integration costs and low interoperability. International protocols like MCP and A2A exist but remain fragmented. The national standard aims to establish a unified framework for agent interoperability, composability, and engineering deployment.

The Token Economy: AI's Unit of Account

There is one practical question no agent deployment can dodge: how do you bill for it?

The answer emerging in 2026 is the token. All three major Chinese telecom carriers now offer token subscription plans, pricing AI compute the way mobile carriers price data. China Telecom launched a Token Security Router for unified multi-model access, quota management, and departmental cost attribution. China Unicom deployed a cross-border compliant token service platform integrating heterogeneous compute scheduling with global token aggregation and distribution.

The deeper value of the token economy lies in breaking the fragmentation of compute resources. As Wei Kai, director of the AI Research Institute at the China Academy of Information and Communications Technology, put it at WAIC: "The token economy is the economic expression of AI's journey toward universal access."

A Beginning, Not an End

WAIC 2026's theme was "AI Partnership for a Brighter Future." For the first time, that word — partnership — felt less like marketing and more like a job description. AI is no longer confined to demo booths. It is beginning to show up as an auditable, schedulable, accountable digital colleague on actual production lines.

2026 is not the finish line for agent maturity. The growing pains — high cancellation rates, governance gaps, uncertain ROI — will persist. But the direction is set. AI is leaving the chat window and walking into the real world.
